Can you help me upload a template that I purchased outside of these options?

I’m trying to upload new templates that I purchased and I don’t see an Upload Template option. I also don’t know how to update this to WordPress 4.4

We provide support only for sites hosted by wordpress.COM and no others. We cannot help you here as that site is not hosted here.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

If you are referring to another site hosted by wordpress.COM then you are confusing wordpress.COM hosted blogs with WordPress.ORG software installs on paid hosting.

http://support.wordpress.com/com-vs-org/There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes on blogs hosted by WordPress.COM.
