Can you make a Category PRIVATE?

If the category is that significant why not make a new blog just for that one thing?
You then have far greater freedoms in writing and developing those interests. -
Though the original poster has not clarified with abit more detail for her/her organization’s needs, it does happen at least for a small or even medium sized organization who would like to have a suite of categories in the simplified taxonomy of a blog to have restricted access levels (with different access levels) for different user groups. This capability is common in other types of software. (including the motherhood ships like Oracle ECM, Lotus Notes) that are only affordable to large organizations.
This is why I made the rather hyperbolic comparison between Oracle ECM and WordPress or better Drupal, Joomla: there are alot of people/smaller business owners who are not computer literate enough to understand some fundamental differences amongst relational databases, full text content management, blogware where in some software pkgs., there is abit of convergence in capabilities.
But the ordinary Microsoft Office user wouldn’t know it.

For self-hosted blogs, there are several membership plugins available that allow you to easily separate any and all types of content into public or restricted access, and some of the plugins even allow you to have several different levels of access. It just isn’t something that we can do here at wordpress.COM.

And Mark’s suggestion is a good one especially since you can add a new blog here in the blink of an eye.
