  We cannot edit our underlying templates at wordpress.com. In fact we cannot access them at all. http://en.support.wordpress.com/themes/editing-themes/

  We can purchase a paid upgrade and edit the CSS stylesheet but we cannot edit the functionality controlled by coding in the underlying templates. The CSS editing opgrade is not recommended for those who have no CSS editing experience and there is no Staff support for learning CSS.

  You can make all the templates you like. You cannot apply them to a WordPress.com blog, that’s all.
