Can you restore the following pdf file to my Media? I accidentally deleted it and I need the exact url for some pages.

You are right:
Note that unlike posts, pages, and comments, deletions from your media library are permanent and will not be moved to a trash folder.

Hi @thepowerofonemessagesgmailcom, it is not possible for us to recover media once it is deleted. That is why when you delete files from your media you are shown a warning message that it is permanent… because it is. You will need to instead upload a new PDF, and then update any links on your site that connected to the old file, so they instead connect to the new PDF you uploaded.

The media URL is assigned automatically (based on the filename, and the date you upload it) and cannot be customized.
Instead you will need to update any links you have on your site to point to the new media URL instead of the URL of the one that was deleted
