Can you upload directly to page instead of link to another site?

I want to be able upload music/video directly to my page and not link through another site (i.e. Soundcloud)
I also want visitors to be able to download music/video for free.
Is this possible?The blog I need help with is: (visible only to logged in users)

You can upload audio files to your site if you have the WordPress.com Premium or WordPress.com Business plan.
If you want to upload and host your video files on your blog, you can do that with VideoPress, which is included with the WordPress.com Premium and WordPress.com Business plans.

Audio formats include: .mp3, .m4a, .ogg, or .wav files to your blog. Upload the file to your blog’s media library.
Video formats include: MP4 (.mp4, .m4v), QuickTime movies (.mov), Windows Media Video (.wmv), Audio Video Interleave (.avi), MPEG (.mpg), Ogg (.ogv), 3GPP (.3gp) and 3GPP2 (.3g2).

If you use VideoPress, the video can be downloaded by the viewer from the player’s Share menu.

When using the Audiomack player, will I be able to make tracks available for download to visitors? And, if so, what type of files can be made available to download? -
After uploading the file, make sure to select “Media File” from the Attachment Display Settings drop down menu. Click the “Insert Into Post” button. This will add a download button for the media file.
