So how do you cancel a plan you’ve not used and get a refund?

WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.Note: It takes from 1 – 2 weeks for the refund to be received.
Canceling upgrades
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Unfortunately, this isn’t helpful. My account shows as “free” – so there is no ‘upgrade’ option available. However, my credit card has been charged by WordPress and I have no way to speak with anyone about this.

Automattic Inc. https://automattic.com/ owns WordPress.com and other products like Akismet and VaultPress, etc. so this could be a charge related to one of them.
It’s important to know that each charge is sent to the registered email address for each username account, so if you have more than one username account that could be confusing you.
Also if you have a wordpress.org account and a wordpress.com account that could be confusing you.
Are you referring to a specific website? If so then what is the exact URL starting with http:// of the site you refer to please?
