  How can I outright delete a started blog?

  If you delete the blog the URL cannot be registered and used again by you or by anyone else. Deleting a blog URL is forever. Deleting the content and retaining the URL may be the better way to go. That’s why we recommend making blogs private and using them for backup or testing purposes instead. http://en.support.wordpress.com/settings/privacy-settings/

  Provided you are logged in under the exact same username account that registered the blog you can delete any blog registered under that username by using these instructions. http://en.support.wordpress.com/delete-site/

  Note that deleted blog URLs are not recycled.
