  I would like to cancel this account. I have moved my domain to another company. Cancel account before I have to pay another annual fee ($18)

  You can cancel your purchase directly from the admin area of your website.

  Then you can close your account:
  https://wordpress.com/support/close-account/#alternatives-to-closing-an-account

  I see that you have canceled all your upgrades and transferred the domain to a different provider. So, you can now proceed with your account’s closure by following the instructions that @julinedossantos1 provided.
