I was billed $19+ for the above site which I haven’t been able to access for 2 years. WP tells me I don’t have any sites. Please refund this charge and delete my account.

As you probably know, I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes or process a refund.
If you do not have access to that second account, here are a few options:

Given that you say you haven’t been able to log in for a few years, I encourage you to jump directly to that last suggestion. It is probably your easiest path to sorting this out!
