  What is it that you want to cancel please? Did you purchase upgrades?

  If you did purchase upgrades then note WordPress.com provides a 30-day refund on all of our upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. You can request a refund yourself directly from the Store section of your Dashboard

  if what you want to do is delete a blog then provided you are logged in under the username account that registered the blog you can delete it by using these instructions. http://en.support.wordpress.com/delete-site/
  Please note that deleted blog URLs are not recycled.
