You should be able to purchase WordPress.com Premium even with Custom Design on you account.
I see that you purchased No Ads recently. Since that is included within the Premium upgrade, what I can do is bundle that into Premium so that you can purchase it for $69 instead of $99.
Please reply to confirm and I can give you the credits to purchase Premium for $69!

Alrighty. I have added the credits. You should be able to purchase Premium with a $30 discount.
Also, a free domain is included with Premium. What I can do is bundle the current domain: chipbruce.net to Premium, or I can leave it as is and you can get a new domain for free. Let me know what you would like to do!
