  You can delete sites without assistance. The instructions at this link will explain how:

  Delete a Website

  If you have upgrades on a site (= paid plan), remove the upgrades before you try to delete the site.

  Likewise, you can close your WordPress.com account without assistance. The instructions at this link will take you through the process:
