cancel of purchase the premium upgrade

  After I purchased the upgrade for my website i realized that the I don’t have the plugins installation option, which is really important for me.
  when I searched for the reason I found out that this is because I am hosting the website on wordpress.com
  so I need to switch to another hosting to be able to install wordpress.org and have a control of plugins. I send the request of cancel and refund and I didn’t get the email that i am supposed to get within 12 hours.
