If you don’t see that subscription in your “Manage Purchases” page, it probably means that you are logged in with a different username than the one that was used to register the domain. Are you sure you are using the right one?
I’ll add modlook to the tags in the right column to bring this to WordPress.com staff attention.

Hi there,
It is indeed the case as @bookgirlmn said: that domain was bought by another user on your site, slocan2020vision. Only that user will be able to renew the domain, so you either need to log in as that account, or ask the person who owns that account to do so.
