I want to make sure that that I have cancelled my email plan and that my site will no longer exsist?
I want it taken down.

Here is some documentation on how to delete your site:
Please note that deleting a site permanently removes it and you’ll never be able to re-use its WordPress.com address, if you want to revisit it in the future the first link has several options available.
If you have upgrades associated with the site (such as a plan and / or Premium Theme, etc) you will need to resolve those first, the link here covers that:

As I understand it, you would like to take your website offline. While you will not be able to delete your WordPress.com account, you can delete your website and all of your personal information so that it is no longer associated with your account.
