Cancel Premium Upgrade

I didnt want to upgrade my premium site so I removed my billing details but the funds were still taken out of my account today.
How do I cancel my premium upgrade and receive a refund?

WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
The refund period for Domain Registrations and Renewals is 48 hours. https://en.support.wordpress.com/my-upgrades/#canceling-upgrades
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. I’ve cancelled your Premium upgrade and processed your refund. You should see the funds back in your account within a week.

I was charged to my Paypal account for the blog theme $30 for the custom design MOKA which I wish to stop subscribing (theme + blog altogether). Please advise how I can get a refund. Thanks.Kok Shu Hui
