I believe I am having difficulty because I am not the ‘plan owner’. We want to close out the account and reverse the annual payment.

In order to cancel an upgrade you need to be signed in to the account that owns the upgrade. There’s no way to work around this.

The person who set up the account and ‘owns’ the upgrade is no longer with the company. How can we stop the annual fee?

I can send a note to the email address on the correct account explaining the situation.
You should try to get in touch with the owner as well, they can transfer the upgrade or cancel it.
