  I would like to cancel the subscription and domain name. The website will be created by someone else.
  How to cancel both and receive a refund?

  It appears that you have closed your account, but if you need to reactivate it you can do so within 30 days by emailing passwordhelp[at]wordpress[.]com with the email address you used in setting up your account.
