  If you have a premium subscription of WordPress.com that you need to cancel, then you can do that via Manage Purchases section in your account.

  If you’re talking about the site ranchhandramblings.com, it is hosted by Bluehost and you will want to reach out to them directly regarding any refunds. You do not have any paid subscriptions with WordPress.com :)
