i accidentally deleted my paid site, and am using the free one instead. How do i cancel while I still have time? i cannot find the ‘ME’ site on my free one, and i cannot find a number or place to cancel for a refund. HELP!

What was the URL of your “paid” site?

The account you are posting from is the owner of that site. But I do not see any upgrades associated with the site. Nor, as I said, with your user account.
So, from where I’m sitting, I’m not seeing anything to refund. Could you have had another user account or site?

I am confused. My credit card was charged close to 200 for a WordPress plan, I got jetpack, akismet, bluehost…
I accidentally deleted the account, paid for all of this, and just set up the free one.

It sounds to me like you purchased a WordPress hosting plan from a webhost, rather than anything from WordPress.com itself. For one thing, we do not have any upgrade that is ~$200. So that makes me suspicious right off the bat.
Jetpack and akismet are typically things you would be using as part of a self-hosted WordPress.org site. BlueHost is a popular webhost. Could you have made your purchase through them? It might be worth checking your credit card statement to see where the charge came from.
