Do you remember the URL of the site these charges would have applied to?
I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
If you do not have access to that second account, here are a few options:

Account recovery form – https://wordpress.com/wp-login.php?action=recoveryFinally, even if you do not have access to the correct account, if you have your payment information you can use our “Why was I charged?” tool. It was built for situations such as this:

Hi, I’m going to merge all of your open threads into this one to reduce confusion. Also, I’m removing your phone numbers from them: we aren’t in a call center and don’t want someone calling you pretending to be us.
While I get those merged, could you please send a link to the Jacobs Technolgy website? It seems to be under another account.

Hi @robertpj1, we need to help you get logged into the right account so you can cancel.
Here are three options:
– Log out, then log in using the email address that gets billing reminders
OR
– Use this account recovery process using a transaction ID. The article shares how to find that: https://wordpress.com/support/account-recovery/#account-recovery-form
OR
– Use the secure form at https://wpchrg.com to look up the charge and contact billing support directly
I recommend the first option if possible, as it’s the fastest way to get control over the account, but the second option works, too. The third one works in a pinch, but it won’t necessarily give you account access.
Going forward, we’ll be better able to help if you reply to this thread directly rather than opening several different requests. That way you won’t have to share the site link again, etc. Thanks in advance!
