re: Canceling upgrades
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account. You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. https://wordpress.com/purchases You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into another account
If you do not have the required access you need to contact the person who registered the account and site under it and have them transfer the sites to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

Hi there,
Your account doesn’t own any upgrades on WordPress.com. You used to have a business plan, but that was cancelled in 2015, and you used to have a domain which was cancelled two weeks ago. There are no other upgrades.
What exactly is the upgrade you want to cancel and for which site?
-
I thought I had cancelled everything, but I have had yet another notice of a coming billing and I want that stopped.
-
As I said before, there are no upgrades on your account whatsoever.
At which email address did you receive this notice? Does it mention the name of the upgrade, the site, and the amount that you will be charged?
It’s possible that this is for a different WordPress.com account, or for a different Automattic product. If you can provide me that information I can help you find out.
-
Thanks Kokkieh. I received a renewal notice from WordPress (from your secureserver address) advising an amount of A$34 was due on 20 February and would be billed to my credit card – despite me going through the process of cancelling the website (patrickharrisblog.com) – this notice is date/timed as January 21 9:34 PM.
-
That email is not from us. @secureserver.net is the email address used by our domain registrar, and they don’t send any billing emails on our behalf. They don’t even have access to the payment details you provided us when you originally bought your upgrade, so they don’t have the power to charge you for any upgrade you bought through WordPress.com.
Is it possible that you own another domain that you did not buy through us?
patrickharrisblog.com is cancelled and you won’t be charged by us for its renewal.
-
I’m still confused Kokkieh – The billing notice certainly has my card details, despite your comment. The last four digits were quoted – and the billing indicates it’s done on behalf of WordPress.
Also, I’m unhappy to learn that the instruction I gave at the website’s beginning that I did NOT authorize automatic billing has clearly been ignored. Your systems need checking.
If I am billed the proposed A$34 on 17 February you can be sure that I will be making regulatory complaints.
-
Can you please forward the email for me to help[at]wordpress.com, and we can take a look.
But I repeat, the account you’re using to contact us here owns no upgrades, and our domain registrar most definitely do not collect payments on our behalf.
