You should be able to do this yourself via the Me Section of WordPress.com.

If you are unable to cancel, confirm that you are in the correct account to do so for the site you are looking to cancel.
Also, please note that refunds for plans are within a 30 day window, and domain registrations have only a 48 hour window.
