Canceling hosting

Crozetrestorations.com is showing a 403 error and I cannot login to admin since you have shut me out because I don’t have my password. I want to know what my hosting charges are and probably move to a different host with better service.

This site is not hosted with us on WordPress.com, but using the open source WordPress software at another hosting provider. This is a bit different to a site hosted on WordPress.com. You can read about these differences here: https://en.support.wordpress.com/com-vs-org/
A 403 error means something is restricted on the site, and it’s most likely a theme or plugin causing that.
Currently, we don’t know what’s causing that as we don’t have access to this site.
You definitely have the option to move your site to us so we can provide in-house help, using our migration plugin: https://wordpress.org/plugins/wpcom-migration/ and the site would need to be on the business plan.
As it stands now, we cannot help since it is hosted elsewhere. The good news is that help is available here at the open-source WordPress forums: https://wordpress.org/support/forum/how-to-and-troubleshooting
The folks in that forum are more familiar with these kinds of issues and are in the best position to help. Thanks!

How do I find out who hosts these websites? GoDaddy, where the domains live, claims you do.

A Whois shows both sites have nameservers pointing to Godaddy. WordPress is simply the software your sites use. You’ll need to register an account and ask for advice at the correct support forum as indicated above by the member of staff here at the host WordPress.com.
