You can cancel your ownership of a domain purchased at WordPress.com and get a full refund within 2 days of purchase.
After cancellation, there is no guarantee the domain will become available to re-register. Is that okay?
Note that it’s possible to keep the domain registered here at WordPress.com and switch to another web hosting provider at any time by updating the name servers.

The only references I find for “cancellation” are on those first 48 hours after purchase. But what do I need to do if I decide after a couple of years that I want to discontinue the domain? How and where do I cancel? What are the deadlines?

@knackeredgrouse: That’s another story. You can’t ask for a refund a few years after the fact. However, if you simply stop renewing your domain name mapping and domain name registration fees, what will likely happen is that a domain name wholesaler will buy your domain name once it expires and try to re-sell it at a much higher price than the original one.
