I was hoping the plans would be billed per month. If that is not an option and it is only yearly billing, what does ‘a 30 day refund’ mean? Does that mean if I cancel at some point in the contract the pro-rated prepaid balance would be refunded?

Purchases made on WordPress.com can be canceled and refunded during the refund period:* Domain registrations can be canceled within 48 hours (2 days) of registration.
* Plans and other purchases can be canceled within 30 days of purchasing.

There are no monthly payment plans. We are billed annually and must pay up front at the time of purchase. See https://wordpress.com/pricing/

No.
Refunds have time limits. WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes 1 – 2 weeks for the refund to be received.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
