Since I am unable to complete the site, I again, asking for a full refund and closure of my account, I am not able to get the kind of help that I need

What is the URL of the WordPress.com associated with the upgrade you are trying to refund?
The reason why I ask is because I’m not seeing any upgrades associated with the WordPress.com user account you are posting from.
This occurs when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade.
