  How to cancel or terminate my website account?

  If you want to cancel your site then you can just delete the site. Here is the support document to know more about how to delete your site:

  If you want to start fresh with the same site then you can just make your site and start again:
  https://wordpress.com/support/empty-site/

  Closing the account will delete all the sites and their contents under the account and your username will be blocked from being registered again.
