  I logged into to cancel my accout but I cant cancel this account. I wish for a refund

  The site I need help with is tortuga-capital.com. This site is not linked to my WordPress.com account.

  It seems you are logged in to the wrong account. Log out from current and log in again tot the account owning that site. You can use the Transaction ID to restore access to your other account at https://wordpress.com/support/account-recovery/
