Cancelled my Premium Upgrade, was only refunded for Premium, not Personal

I have the same problem mentioned in the below post:
I paid for the Personal plan, then upgraded to Premium. Now I want to cancel both and go back to the free plan. I made the payments and cancellations on the same day. However, only the Premium was refunded ($48) instead of both plans ($98). Now I am back on the free plan but missing half of my refund. I made the payments through paypal.

However, only the Premium was refunded ($48) instead of both plans ($98).
I’ve issued a refund for the remaining $48 and there is a copy of the refund receipt in your Billing History:

A total of $96 has been refunded and the money should reach your account in 7-14 business days.

I have a similar question regarding the upgrade. This evening I upgraded from Personal To Premium. Paid 48 euros for Personal a month ago and today it was showing that Premium Upgrade was on offer for 48 euros also. So I upgraded. I thought I was only going to pay the difference (which would be 0)? But I got charged 48 euros again? Why?
