WordPress.com doesn’t have the option to delete an account, but you can cancel email notifications and remove your personal information: https://en.support.wordpress.com/deleting-accounts/
As to your blog, you can set it to private so it’s no longer visible to anyone. Go to My Sites > Settings > General (or My Sites > WP Admin > Settings > Reading) and tick the box next to “Private”. Then click “Save Changes” at the bottom. More info: https://en.support.wordpress.com/settings/privacy-settings/
If you’d rather delete your blog, go to Settings > General and click “Delete Site”. Note that this action will make the WordPress.com domain unavailable for at least two years. More info: https://en.support.wordpress.com/delete-site/
