The site I need help with is notovertillthefatladysings.com. This site is not linked to my WordPress.com account.

I do not see notovertillthefatladysings.com under your @phineas88 WordPress.com account when I check on our end. You can confirm by visiting this page: https://wordpress.com/sites.
Is it possible you created your site under a different login? I can confirm that notovertillthefatladysings.com is registered here on WordPress.com but under a different login, and not your @phineas88 account.
If you log out of this account and sign in under the account that owns notovertillthefatladysings.com you will be able to access it as normal. If you do not recall the password to your other account you can fill out this form here which will send a message to our account recovery team, so they can assist you further: https://wordpress.com/wp-login.php?action=recovery

Even though I have followed your instructions and sent you the transaction ID dated February 2021 for the yearly renewal for http://notovertillthefatladysings.com I cannot recover the dashboard for that site.
What happens is that my https://zacharisfamilytree.com dashboard comes up. This is not a wordpress.com site. I purchased the https://zachariasfamilytree.com site from WordPress.org.
I have never used your @phineas88 WordPress.com account. I have never started a new site under that name. Please let me know why that URL is being used?
Both the Zacharias Family Tree and Not Over Till The Fat Lady Sings.com sites are incredibly valuable to me and I cannot afford to lose them. The Zacharias Family Tree site has over 3000 names and over 500 family histories etc. on it. The Not Over Till The Fat Lady Sings is my blog documenting years of my struggle to find a diagnosis for my health problems. It is a window to the outside world.

Please go here. Note the email address and username. You do not want to re-log in with this account.
https://wordpress.com/me/accountThen, log back in with your other email/username. If you don’t know what those are, try commenting on one of the sites you want to gain access to. The notification email should go to the correct address.
From there you can log into the correct account.
If you are still unable to do that, you can use the form to regain access with the transaction ID, but I don’t think you’ll need that if you still have access to the account email:
