Cannot access my blog error 111

  For any url other than wordpress.com, the browser returns:

  Connection to 164.100.255.15 failed.

  The system returned: (111) Connection refused

  I am unable to access my blog, or the dashboard, or blogs that I follow, although new posts are showing up in my reader, the above error comes when I try to open it.(or open my dashboard, blog etc)

  By any chance, is your ISP Talk Talk or a satellite internet provider?
