Cannot Access Network Admin

When I log in as admin to my site, and I click “Network Admin” from the “Howdy, admin” drop down, I get the following error:
Fatal error: Call to undefined function wp_get_current_user() in /home/tocc/public_html/wp-includes/capabilities.php on line 1039
I have a feeling this may be related to a plugin or something, but since I can’t access my network admin options, I can’t even uninstall my plugins. Any idea on a fix for this?
