cannot access website and wordpress admin after changing URL on wordpress

  I changed url of my website on wordpress settings after getting the new domain name from my organization. now i cant access the site or the wordpress admin page. i read online that some say this process might take hours or two days until the website is running again. i am not sure if this is supposed to happen or if there is a problem going on with the website. please help me understand what i can do about it.
