Cannot access Worpress admin dashboard because of IP address issue

    I was using a VM instance on Google Cloud to develop my WordPress website, and it has almost been completed. However, My 60-day trial of GCP ended and it also ended the VM instance that it was running on. I went ahead and upgraded my account (for now), just to gain access, and now it has rendered a new IP address  [35.236.5.xxx] that just won’t let me access the WordPress dashboard as it keeps redirecting to the older IP address [34.94.183.xxx] and just says too long to respond. It just loads the website content without any CSS or any way to access the dashboard. I tried almost everything but could not figure it out.

    This is what it redirects to when I try accessing the dashboard on the new IP address and it never loads.
    Will I lose all the work I had done till date?
