Cannot add media to a page

I want to add media to a page. I clicked the media button but nothing happens.
Also the format buttons are missing except for headings box.
In addition, the pop out box stays popped out e.g. I want to edit a page so I move the mouse to the page icon and the pop-out box comes out as usual…but it stays out.
Sorry to be a nuisance but can anybody help me?The blog I need help with is: (visible only to logged in users)

4. Try using another browser.

(a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.

I really want to thank you for your detailed response. Unfortunately, I am not good with computers. However, the links you gave to upgrade my browser say I am using IE7. However, I am really using IE10 with Windows 8. Could there be a problem there?
I don’t get any error messages.

The problem is that when you run Interent Explorer in compatibility mode that reduces the function of the browser to the same as what it was with IE7 and IE7 has not been supported since 2011. That’s why I posted this above:
