Cannot change and manage sidebar widgets

  I’m the author of a blog on wordpress.com that was inactive for years.
  Today, I wanted to refresh and update the contact but when I logged in, I discovered that I’m unable to change the theme and manage sidebar widgets. Can someone help me get back full control of my blog ? I have access to the dashboard and statistics but I don’t know why I’m unable to manage theme and sidebars.
