Cannot change theme

Hello,
Every time I try to change my theme, I either get a message that there is an error, or one that says ‘you cheatin’, eh’. I don’t know why this is happening. I would just like to be able to change the theme. Thank you.

Do you have third-party cookies enabled?
http://en.support.wordpress.com/third-party-cookies/Does the error occur in a different browser?
If so, can you list the specific steps you take to reproduce this problem?
Aside from the “Cheatin’ uh?” notice, is there other specific error-related messages?

The cheating uh message only appears
(1) if you are not logged in as Admin under the exact same username account that registered the blog http://en.support.wordpress.com/user-roles/#administratorand/or
(2) if you don’t have third-party cookies enabled on your browser.
Without cookies, you won’t have the proper credentials to make changes to your blog and some of the features will not be available to you. Would you please make sure that you have third-party cookies enabled? http://en.support.wordpress.com/third-party-cookies/ -
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that specific username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.
Log out of this account. Clear your browser cache and cookies and log in under the correct username account ie. the username account that registered the blog.

To provide some more details, in addition to what others have said. The “Cheating, Eh?” Message appears when you try to visit a page you don’t have access to (or third-party cookies are not enabled)
For security reasons, only the administrator role on the site can change the site’s theme. You must be logged in as an admin or check with a current administrator to change the theme.
