Cannot create a menu and a menubar

  Hi Everyone,
  I would like to create a menu bar with the categories that I am blogging about. However, after trying several things it just does not seem to work. I am using the Illustratr theme.
  According to this website, https://en.support.wordpress.com/menus/
  I should have a default menu and a pencil somewhere to edit the menu, however I just see “Create a new menu” where I can then add categories, however this does not appear on my website?
  Also I get the message that my theme only supports 2 menus?
  Can anybody help?

  I see that https://keysandpassports.wordpress.com/ has a custom menu, with links to post category archives pages, that is working properly. Have you resolved this issue?

  Also I get the message that my theme only supports 2 menus?

  You may display up to two menus on the Illustratr theme: a primary menu which displays in the header area, and a social menu which displays in the footer area.
