Cannot create new blogs when starting from zero?

  I have created a blog and deleted it, leaving me at a total of 0 blogs. I tried to follow the instructions at https://en.support.wordpress.com/create-a-blog/, but there is no ‘Switch Site’ or ‘Add New WordPress’ option available to me. How can I create a new blog?
