Cannot delete account

Hello,
How do you delete an account with upgrades? There are no links on my manage purchases page.
The blog I need help with is: (visible only to logged in users)

You have to first remove these upgrades(if you have them) first before deleting the site and eventually deleting your account:
• Premium or Business Plan
• Custom Domain
• Domain Mapping

You can still cancel your plans after 30-days but you wont we refunded for your cancellation so it is suggested that you stay on the plan and let it expire.

If you have a premium theme applied to the site that you are trying to delete, you will have to get help from the staff if you wish to remove the premium theme.
To get staff assistance in removing the theme, you can tag this question with the modlook tag, so that it gets the staff’s attention.

WordPress.COM accounts cannot be deleted permanently once created.But if you still wish to deactivate your account and leave WordPress, you can follow the instructions given here: https://en.support.wordpress.com/deleting-accounts/
IMPORTANT NOTE:
Even if you deactivate your account your username is not removed from the database, so that it’s not available to any other users when they are registering for a new account. This is done to keep you from being impersonated by anyone else.Hope you had a pleasant experience on WordPress.COM.

There is a Premium Theme (Moka) active on your site. Can you confirm you would like me to remove it? Once I’ve done so, you will be able to delete your site.

I’ve removed the premium theme so you should be able to delete your site now:
Once your site has been deleted, you can deactivate your account using these steps:

Doing so will remove your personal information and leave the account inactive.
Please only delete your site and account if you are sure you won’t need them again in the future as the process cannot be reversed.
