Cannot delete site

I am trying to delete my site so that i can use it with custom hosting + wordpress. I have a new site ready to deploy, but I cannot delete my wordpress.com site in order to set up my new site. My nameservers are pointing towards my godaddy hosting, but every attempt to visit my site (qepc.ca) is redirected towards qepcexample.wordpress.com.
Please help! I would really like to get my new site up this weekend.

The above does not work. On wordpress.com my chosen domain is a mapped domain, so I need help deleting the entire site so I can use it with hosting (and the domain was purchased through godaddy). It says I have upgrades that prevent me from deleting site, but I cannot see any.
