Cannot disable plugins

I have been having problems uploading photographs and the advice was to disable all plugins. However when I go to the WP Admin page I can see my plugins but do not have the option to disable them. At the same time I noticed that I am registered as a free plan user whereas I am actually a premium plan user. Could this be the problem and how do I rectify it?

First, your site at onepairofshoesatatime.com is a WordPress.com site and does not use plugins. The advice you found only applies to self-hosted WordPress sites, not to WordPress.com.
How are you adding photos? Are you using an app or the website in a browser? If an app, which one? Android, iOS, Mac, Windows?
If the browser, what browser are you using, and what is the browser version? You can find that information if you visit this page:

Browser IssuesAre you trying to add images using the Add Media button in the post editor? Do you see any error message when you try to upload an image? If so, please paste the exact words of the error in your reply, and also the URL of the screen where you see it.
