cannot edit html.. going insane

I am incredibly surprised that it is so unintuitive to locate how to edit HTML with WordPress. i found how to add CSS, but after googling online everyone says go to Appearance -> Editor BUT the editor option is missing for me. I am so annoyed. Can someone help?
