Cannot edit my sub header?

  I called into Customer Support asking where I can find the place to edit my site sub header, since the theme was designed by someone with my company well before I took over managing the site. They said I do not have that option on my end and they want to charge me $75 to enable it, when there is personalized text in there already. Does this sound right to anyone? If not, can someone help me find where in the platform I can change it?

  That site it tagged at the bottom of my post is not actually the one i need help with. It’s a different site with an Avada Child Theme.
