Cannot Enable Comments

I have a WordPress/Bluehost site. I cannot get comments to turn on.
I have followed every instruction, I have gone through each page and enabled comments, I have gone to Discussion and enabled comments, I have refreshed and updated, and comments will not appear. I don’t know what else to do.
I don’t know if I need to add a block or something but comments does not seem to be a block. The instructions say comments should just appear once I enable them.

Hello, I’m sorry to hear that you are having trouble with your website. However, your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted with Bluehost.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/
WordPress.org has complete documentation for self-hosted/installed versions of WordPress.org at https://wordpress.org/support/ and support at https://wordpress.org/support/forums/
With that said, the setting at Settings > Discussion only sets the default to enable comments for future Posts/Pages. For your existing Posts/Pages, you’ll need to edit them and enable comments.
