Cannot find "Install Theme" link

  I am looking for the “install themes” link and cannot find it. I was told it should be on the Themes page on my wp admin dashboard.

  Dashboard > Appearance > Themes allows you to choose and activate one of the 200 or so themes that can be used on wordpress.com. You cannot install a theme that you got from outside that group.

  And stop reading the instructions you’re reading; they are for WordPress.ORG blogs, and will trip you up. You have a WordPress.COM blog, which is totally different.
