Cannot find "Membership" under Settings->General

Purpose: I am trying to allow blog visitors to sign-up/register as blog users (say, Contributors by default).
Approach: According to the link below, I should be able to do it easily with Settings->General->Memberships

Site Title
Tagline
E-mail Address
Timezone
Date Format
Time Format
Language -
That is for a WordPress.ORG install – the blog linked to your name is a WordPress.COM blog – software works differently – You can’t use those instructions here.

You can’t on WordPress.COM – you must invite each person you want to contribute to your blog and they must accept the invitation.

No. There is no FTP access to free hosted WordPress.com blogs and we can’t install plugins into them. WordPress.com vs. WordPress.org > http://support.wordpress.com/com-vs-org/
