Cannot find other draft pages in "Link to Existing Content"

    I am working on several pages that will be interlinked, but they are not ready for publishing yet. I have put them in DRAFT mode, but when I am in a page and try to create a link to another page, that other page does not appear in the “LINK TO EXISTING CONTENT” selections. Does that only work for pages that have been published?
